Welding height adjustable suspension to avoid cert

Any thoughts on whether this is feasible or not? 

Seems there are very limited options on high end suspensions and all are coilovers.

I am looking at KW ddc and clubsports but I have no need for height adjustability and dont want to get a cert because the wheels are fixed too as part of the cert. 

Can i just have the collars welded at factory height and then tell WOF people its not height adjustable so i don’t need a cert?

Short answer, no. 

Would require cert for welding

If you have multiple wheels, you can cert more than one set.
