Why did it got de-regged in the first place if it's fixable?

It has to go through vins again with a full inspection to get a new vins plate. Costs roughly $300 - $400

Gotta ask yourself why he wouldn't fix it up himself. Surely, being in the used car industry, he'd have good panel beater hookups etc.
