Where to get rims painted or lips machined?

Ok, I brought these

With the plans to paint or powder coat the spokes gloss black...

but

there is a tiny concave where the lip starts so its a real performance to prepare it just for the rims to get done.

Does anyone out there have templates to sit on the lips or can someone tell me where to get the lips repolished if I was to just get the whole rim sprayed?

I take it from your previous posts your in CHCH, try ELITE Wheels, they made a nice job of Rileys wheels on his E30
