New to coding, need some help

Hey guys im trying to change region of my e92 from japan to oceania. I have been watching some vids and reading guides about ncs expert, they do explain what to do within the program itself but does not tell anything about how to install it.

I actually tried to install from ncs-expert website but apparently there's something wrong with setup and it doesn't run.

So can anyone please point me to right direction ...
