Sedge

Hi, E39 525i 2001 model. Can't get the recycling switch to shut off outside air. Is there a seperate servo or something. I only get outside air so can't stop truck fumes etc etc from entering cabin. Has anybody had this problem and if so is there a solution? Thanks, Sedge
