From the blurb in wiki the consensus is 2 main guys

and various other stand-ins for specific stunts, like the snowmobile jump etc. Plus "Big Stig" from the states and "African Stig"

This was a question posed when i was still in the UK, the main driver is Damon Hill plus some other F2 guys as and when...

But multiple people, to keep the "cover" of the infamous Driver they call "THE STIG"

You are right, I have seen a spy photo on finalgear.com from a taping of Top Gear where there was more than one Stig.
