Correct coolant float level

In the morning, (about 7 degrees) I checked the coolant expansion tank and noticed the float was right at the bottom, in fact it wasn't even floating and from the looks of it, there wasn't any coolant in the tank. (Note that car has not been started/moved for more than 24 hours)

I started the engine and left it running for 10 minutes, checked the coolant level again and this time, the level went up.

This is my 1st E46 BMW, and so I'm not sure if this is normal ? i.e. should the coolant measuring stick be floating all the time?

Every E46 ive seen has a little picture next to the expansion tank cap showing the correct cold level.
