Suggestions on removing front bumper

so removing the bolts on the side panels isn't a problem but the two bolts at the front of the car that are attached to what i assume are shock absorbers, i can't get too.

small spanner maybe? and also...you have to tension the bolts correctly, yes? is there a way i can do that with standard tools?

the reason for removing the bumper is to get to a rust spot so i can clean it up and re-spray it.
