Where do cops measure your ride hight?

So one of my mates recently got his e30 lowered, and the guys stuffed it up and lowered the back far too low and the front hardly anything, when it was supposed to be the other way round. Anyway, the guy told him they measure your car from the chassis rail, which to me doesn't seem right? Then he said the guy told him its from your exhuast, i thought it was from the lowest point on your car? Apologies if this has been asked before, had a look around but couldn't find it

Lowest structural point which is normally the chassis rail or steering rack/other suspension components.

Exhaust, bodykits etc are exempt.
