Weird Start Problems

This problem only used to happen very rarely, but now happens about 20% of startups. Basically when I turn the key to start the engine, it starts to turn over once then cuts out, everything on dash blanks out then everything comes back to life, engine starts etc but then there is a weird buzzing inside the dash that lasts about 2 seconds. Also the seat belt beep/chime won't stop beeping until i fully turn off the car then start it up again. Any idea of what it could be? Car is a 1999 320i

sounds weird.

My first step would be checking the battery terminals and 100% cleaned and holding tightly. Also check battery is running very well, some mechanical failures in batteries can cause surges. (borrow a battery if you can)

If that doesnt work getting a bmw specialist to scan it and check the electrics would be the only other option.

I'd be lookiing at the ignition switch too. I know the E39 ones crap out, E46 is quite probably similar.

Not sure if its related but when the indicator is used for the first time after each start it will indicate at about twice the normal speed for about 3 ticks then go back to normal speed.
