E46 m3 headlight levelling sensor

Could someone please tell me if the front headlight levelling sensor is supposed to spin around and around. I have two now and both spin around freely. When plugged in neither adjust the headlight motors so I'm now fault-finding further.

The brand new E39 ones I have does, If that helps.
