(If you study the pics real close you will see it has ITB's close to the head) It is there to stop the turbo from stalling when the throttle is snapped shut, when tends to snap the turbine shaft on highly boosted engines. it works in conjunction with the normal throttle butterflies, when the throttle is released, it closes the mouth of the turbo, preventing it from dragging in more air, so you don't get the big pressure buildup between the turbo and throttle butterflies.Much the same effect as running a dump valve, only on this setup, the turbo runs in a sort of semi vacuum, with the butterfly on the compressor inlet blocking any air from entering when the throttle is closed.
