Some debate about this. Hopefully an announcement from BMW will help.

"If a vehicle is initially ordered with heated seats, that option will remain fully operational for the life of the vehicle," BMW said. It clarifies, "BMW Functions on Demand on the other hand is designed to offer premium features through software upload that use data and sensors from factory option hardware already built into BMW vehicles."

So hackers will be still able to make money, in accordance with free market attitudes. Ransoming your vehicles ability to do stuff may also present opportunities.

There is basically no way to enable paid or subscription features without the required license codes. This is made even more difficult since BMW is moving to newer Coding 2 and Coding 3 principles for their modules. The software files for the modules will no longer be stored locally, instead being accessible only through a remote connection to BMWs servers.

So, unless someone at BMW decides to leak those files we are SOL when it comes to coding modules.
