Weird link. Anyway, were prefacelifts fitted with cats?? Were facelifts fitted with cats?? Would they differentiate between the two?? And disregard the comment on pre 1990 cars. It's post 1990 engines it applys to. Aaand OBD1 has a single o2 sensor OBD2 has 2??? Clause 2.4.

Assuming that this change is definite, and it seems to be, one would have thought that that would have been entirely reasonable. I suspect that it has something to do with enforcement ie an official table is easier for coppers to refer to on the side of the road.
