You may or may not need to replace the slipring, depending on the age of the car. The slipring is the part that carries the wires and can revolve from hard-lock left to hard-lock right. If the slipring with ibus and power is fitted, then simply replacing the wheel with one with the steering wheel controls - or even just replacing the blanks with with control buttons - is enough to make it work.
