It all depends on how it has been done. If its done like the Nissan conversions (customer guards, standard bonnet and front bumper) I don't see how it could break any front impact laws. Once you start cutting and welding then you would run into some issues.

Were I am now, we lost power for an hour after a bigish one on a Tuesday night but back up an hour later. Generally with lights, the more you spend the better the output. I brought some cheap projectors for my e36 which turned out to be a poor choice. If you want better light output, cheap way would be to take the lense off, clean it, and also replace the bulbs which have a higher output. While the lenses are off you can also chuck some CCFL rings if you want angel eyes.

Standard boost from memory is about 10psi.
