The 318 race King springs are an example of what graeme's talking about. They have a section which has no performance aspect, it's just a few coils of lighter spring section which collapses when the load of the cars on them, and serves to keep the spring captive when you jack the car up. The rest of the spring's much heavier and performs when the car's under load.

Bounce comes from soft or no springs and shocks shot. Bounce means no rebound control, that's what your shocks do, they dampen the spring bounce. As Bravo says, best ride at the end of the day comes from good quality springs and shocks, matched together. This will allow you to go as low as you can and still have a reasonably handling car. The harder the spring, the less bounce and the lower you can go, but IMO, 40mm is generally about right.
