Does seem to be VIN specific, my '97 320i shows up as not found. Couple of other ones I have saved seemed to work fine though (a '00 540i & '07 130i) Could be an age thing? My sample size is fairly small though.

That is most likely the capacitor that goes on pretty much all of these. See here for the DIY fix edit: on mine i just resoldered the capacitor, might be easier than buying another one

18 inch tyres are going to be more expensive than 16s.

Could it be something like a leaky rocker cover gasket? Mine is doing similar at the moment, haven't done any decent trips though

Some aftermarket lights need one of the tracks to be broken if the car has check control. Read that somewhere, might be a good place to start.

Have you had a look at the dignostic functions of the obc? Might help pinpointing the problem
