ANCAP adds points for having electronic safety features/ driving aids- so it's possible to have a car that protects it's passengers better being awarded a lesser score than a car that has alphabet soup. Their argument is the alphabet soup is more likely to stop you crashing in the first place. SAAB rigs a car up so it flips down the road, and they also drop it, upside down, onto it's roof. Safety is something the Scandinavians do, I'm sure Ovlov does something similar to the flip test.

SAAB's are safe cars. True, you'll probably avoid a lot of accidents due to the car being broken down too, but that's besides the point. Ever seen their moose/ drop upside down onto roof test?
